How do i change my sims name and how do i kill a sim that i don't want?

well i know that you change it at the city hall, but it wont give me the option change name. and what are some ways to kill a sim that i don%26#039;t want/need?|||Lol what I did is locked my sim in a room. Just build walls and a door then put the sim inside take the door away and leave him/her there then they will die eventually.
