How can I change the name on my US citizenship certificate?

I got a name change and i need to know what do I have to do to get a new certificate with my new name. Do you have to pay for it?How can I change the name on my US citizenship certificate?The INS doesn't like to issue new certificates. Your name change whether it be through marriage or by a court does not have to be reflected on the naturalization certificate anymore than marriage requires a new birth certificate. Both the naturalization certificate and the document changing your name together is sufficient.
